It is not possible to convert a regular AdWords account to an MCC
account, as they serve different purposes. If you have problems
working with MCC accounts please post your questions to the general

Okay,
creating the new gmail account works. Is it not possible to convert
our existing accounts? I'd like to not have 2 accounts if I can avoid
it.

Yes, I am quite familiar with these FAQs and help screens. Multiple
times over the past month I have tried to apply for an MCC account.
But the tabs and links referenced in these documents don't appear on
your screens. Again, there must be some part of your site that I
haven't found yet.

To recreate the error we're seeing
1) create a gmail accont
2) enroll in adwords
3) attempt to enroll in mcc following the instructions you linked to
you get the error described The login is already an AdWords
account.
