Good news is we found the access email account and enabled the API button,
there are no error in the response now. But we can still get empty data

Thank you for reaching out. If you are trying to migrate to Google Ads API, you
have to enable it in the API Console as explained here. I am unable to check
which email was used to create that project but it should be the email that was
initially used to create your Google Ads manager
