Just try it-- logically it should work.
Practically however, google also uses a valid credit card to verify
identity and so make sure of a few things:-
1) Make sure you have atleast $30 or more balance- since google will also
do 1 or 2 transactions of $1 or $2 which they will later

Just give your people a signed apk to install from a local server.
Don't worry too much... even if not installed from Google play it can use
and access google services and as long as binary and sign is same as once
uploaded to Google play... it works okay and you will even get an option

You need windows or linux or macos x to start developing for android.
If you only have Web access you also need a computer with one of the above
operating systems.

I would say that for most part it's enough to keep your phone locked.. and
insure it and backup to cloud and remote erase it if it is stolen.
No comments about encryption but try to keep things simple so you have
fewer things to check for if debugging an app and trying to replicate an
