I don't have the sdk installed under Program Files, and still got this error when updating some sdk components (outside Eclipse). This is Win 7 64-bit, with administrator rights. In the end, had to remove all Android stuff (keeping Java and Eclipse) and reinstall, then it worked. Didn't take more

I've often seen this error on Windows 7. I blame Windows. What's happening is that the SDK manager is trying to download the zip file to a temp directory, but it doesn't have write access to the directory. In turn, this is because permissions enforcement in Windows 7 is draconian. Unless one is
