AFAIK, you don't get unknown word when a word is analysed but not translated. You get the source-language lemma, which is strange and undesirable, but that is one opinion. A conservative one, granted, and supported by practice and a more general concept of database consistency (sorry Fran).

Hi, I suggest more liberal requirements for release of a language pair/direction: It would be sufficient if all words in the bilingual dictionary could be analysed, translated and generated. Drop the requirement that all words in the source language monolingual dictionary should be translated.
