looked this up, rather than assumed it was related to Chinese).
The question for me is why is this code assuming all ascii since it allowed
an ndash into the database?

As far as I’m aware it’s perfectly possible to run the database on a single
machine or over an internal network without the need to be online. I’m sure
others on the forum will be able to give you more detailed answers, but this is
my understanding.
