For anyone that encounters this problem, it is usually because there is an
issue connecting to the search index (elasticsearch)

Hi Darcy, it actually sounds like everything is in order: until you have at
least one resource in the database, the "loading resource" text will be
displayed. Try adding a resource and see what happens.
