implementation got defered due to other priorities. You can refer to [1],

With regard to scenarios such as, new user approval, workflow integration
makes sense. But application creation workflow functionality in APIM
overlaps with ES (and Greg) life-cycle feature. Eg: if you want admin's
approval to create an app you can already do in ES by creating LC
checkpoint.
