Jennifer-- I do not know of such a document. In fact, in ITSM 7.X that feature
is not supported as one would like.
Basic set theory is at work here: the assignment routine tries to match on a
specific intersection (yes, set theory term, presumes all required terms are
.true.) of ALL fields
Conversely, you could define a private queue for operations that you want to
occur without affecting normal users, because you would not be using the normal
list and fast threads for the work being done.

mentioned in the KB but I couldn't get the AIE to start in Server #2.
I run this command in the directory AIE\service\bin where the Integration
Engine execute is located:
eie.exe -x AR Server name -p port number -n
Without looking, I'm wondering if there's another form that needs data in order
for them to show up. You might try turning on active link logging and then
going in and trying to open a template to see what it's doing and where it's OK
for its data.

I wrote an active link to open a display only form in dialog mode on a
menu selection.
This display only form has a warning text.
In the user tool its working fine.
