I have a request from a customer for the following. Scenario: A user logs into the Mid-Tier. The customer would like me to capture the local TimeZone of the person that is logged in and automatically update the timezone field on the Locale tab in the User Preferences form for that person.

If you are on 7.604 or later, it could be FTS that is indexing. Full text search is trying to index the ITSM forms that have been configured in the AR System Administration, FTS config form. You can disable FTS and restart AR System and see if that is the issue.
