Another issue coming up. While loading People data using BMC templates the
telephone number is being imported as a decimal value, for example a phone
number of 01913558976 is showing up as 01913558976.0

Maybe you have misunderstood something in the process.
You can not do a DB Restore from your old server to your new server. You have
to do one of the following:
A - upgrade
1. Copy your prod db
2. Install/Upgrade the DB-copy using the Remedy installer
3. Use DDM or RRR|Chive to copy delta

I did follow the exact process steps B you have mentioned for upgrade of my
custom app from 7.1 to 8.1
Using RRRchive was probably the best decision as it was able to migrate data
which even AR Migrator was could not do for certain forms. Also DDM is
compatible 7.6.04 onwards only.
