Yes but is it installed? I'm not seeing it in the Web root for the
mid-tier. We have atriumsso (a different tomcat) and it's in the web
root there, but not in the mid-tier.

Yes I'm running OOTB Tomcat, and no, I do not believe it comes with the
manager app.
