the 25 tab workbook is REALLY old. You need to go to patch 9005 if you are on 7.0.3 ITSM or use the one that comes with the installer.
That old workbook had serious issues with templates.
You can either create the templates ahead of time, directly from the App Admin Console - simpler if you

If you already have the templates in your server, you can just reference the name of the existing template to create a support person. Otherwise, yes you need to use the templates tab.
