ITSM Defect: Tasks can be created without saving Change Requests

Good afternoon folks, I'm on ARS 7.0.1 and ITSM 7.0.2 patch 4 and have found a bug that is causing us some problems. Basically, under at least two scenarios, my users can (and do) create Tasks that are not associated with any parent record, such as a Change Request. Has anyone else run into this
