We are on 7.5 patch 8 running ITSM 7.6.01 on Oracle 10g. We are trying to
report on license usage and in particular are interested in stale logins. I.E.
Logins that no one has used to log into the system for the past 6 months.

There is nothing OOTB if you haven't turned it on. Your best bet is to
turn it on, and then at the end of the 6 month window, start your process.

I would turn on the user-log or the AR System Historical License Usage form
and wait, even though the latter might miss read-licensed users.
