A whileback now...the above titled thread went around the list. It was
a long thread that exactly describes the isues I am having right now.
Sadly, the thread was pretty much many people haing the issues...but
there was no resolution.

I had a ticket opened with BMC for what I think is the same issue. I
would make a minor change to workflow or a form and it would take 20 -
45 seconds to save. This happened on Production and Development with
Dev Cache Mode on in our dev environemnt.
