I had a ticket opened with BMC for what I think is the same issue. I would make a minor change to workflow or a form and it would take 20 - 45 seconds to save. This happened on Production and Development with Dev Cache Mode on in our dev environemnt. Support had me running around in cirlces

If you haven't already done it, I would look at your network connectivity from the ARS server to your remote database. Check the NIC cards to make sure they are running 100 FULL. I would not be concerned about the 600 MEG memory usage. ITSM and the other products are very large and that could be
