requested the Centre a few month years ago to do away
with the Raj hangover of the ICS officer (now IAS
officer) system, and instead elevate the State Civil
Service (ACS in Asom) officers to do all sorts of jobs
that were being done by the IAS o
I hope Assam government stays with it and does not give up till something gets
done. This will be a good test of how much autonomy a state can get. Apparently
other states also have complained. If all of them keep chipping, the rock may
open up.
