As long as your connection is uninterrupted, your IP address shouldn't be
changing.
Your ISP is broken.
Also, if you're using DHCP, and you're sending an RENEW request on your lease
before your lease expires, you should be getting back the same address. If
not, your ISP is violating the DHCP
