As Dark has already said (and I'll just add my thoughts), you should improve your voice acting and English before you move. Find a voice coach or something like that that will allow you to practise the skills you will need.

There are voice studios all over; see FUNimation (Dallas/Fort Worth), Ocean Group (I forget where... Van Coover?), etc. California is where the big-name studios and money are concentrated, but there's much less concentration than Cine
