While this doesn't directly solve your issue, I have only had success with dragging servers on Android. Otherwise, navigate to the server you'd like to move, and rout your mouse position to that location. Next, make sure to enable Mouse Tracking and y

NVDA has no official way of doing that as far as I know. What you can do is to get a sense of where things are on your screen if you have the touch screen, and then doing drag and drop using touch screen. Touch screen makes it a bit easy.
