Yep, BOM, BOM Versions, and Configuration route tables are all read
only.
We originally did not purchase domains when implementing Axapta. In
the environment with no domains setting the button to no access is
working correctly.

Have you tried to put restriction "read-only" to table "BOM"?
I think you have to apply the security down to this table level. So
whatever security applies to "Create BOM" button it doesn't matter,
user still cannot add/edit BOM record (BOM master records).
