The solution for your problem is very simple.
Go to Administration Setup User Relations Add user in Overview tan
go to web site add EP web site site group as visitor.owner or member
depends on permission.. I think this may resolve the issue.

I received an error quite simular and solved it by going to the
control panel, administrative tools, Internet Service Manager. Look
for your Enterprise portal in the list. Right mouse click,
properties. On the first tab you find application settings. Click on
the create button.
