Should this field just be that of instructions. I say this because
we had created this instructions as service items but they do not
print on the picking list unless they have inventory as part of the
bom.

Then it is simple, just create a field in BOMTable or BOMVersion
Depend on your requirement.
Then customize the picking list to extract the info from this field
