Besides axis2-transport modules Woden is the last SNAPSHOT dependency
that we have and need to resolve before the 1.5 release. The Woden
version change was made about 7 months ago in the following revision:

I've tried lots of things over a long period of time, and I'm pretty
sure there isn't an easy solution (other than the presesnt one).

required plugins when scanning the POM files, not when starting to
build the modules that actually use them (at least for plugins that
register extensions). The problem is that there are several modules
that need the AAR/MAR plugins

I just did an svn checkout of the 1.5 branch onto a system that didn't
have a maven repository (.m2) from previous builds, and I'm getting two
build errors. I didn't see a Jira open for this. It seems to me this
should be a blocker for 1.5.
