I could generate a Microsoft web service in 5 minutes and with

Try doing it in .Net w/o visual studio, and you will realize that the
chief difference is simply the lack of decent shell scripts to help
you in the Axis install.
As to why Axis developers aren't interested in writing those basic
batch files, I don't really know.
