I think I found it after a big of googling.
My disk is full because I haven't mounted my backup drive properly :-[
I agree with someone else that posted a message in response to the same
error message I saw, that a more relevant error message would be
better. eg. disk full, not enough

I've reinstalled backuppc and the problem has gone away.
I used the Debian packages which sets up cron jobs. After the reinstall,
I'm seeing normal incremental backups at around the same time.
I guess I screwed up a config file somehow, I'll post the details if I
screw up again. :)

After some initial success backing up, my LOG file fills up like this;
2005-09-30 10:02:48 Next wakeup is 2005-09-30 09:02:48
2005-09-30 10:02:49 Next wakeup is 2005-09-30 09:02:49
2005-09-30 10:02:50 Next wakeup is 2005-09-30 09:02:50
