My backup system is down so I can't check at the host level.
But I also wanted to confirm that this holds true not just for normal
files but for links (soft hard) and other special files.
(of course it's not true for directories)

Yes, all non-empty files should be pooled (including hard links, soft
links, char/block special files and attribute files).
