What happen if you decide to give a run as root ?
If it work, this would indicate that somewhere a important file/dir (but which)
is not properly owned by bacula user.
Otherwise I don't see much more in my crystal ball.

I made directory /var/run/bacula and made chown bacula:bacula, edit config of
director but error still here :(
