I do know that when tattooing dogs was real popular
(most breeders are microchipping now) there was white
ink available for darker skinned dogs. And I do
believe I have seen some tattooes on my "darker"
classmates that have white in them, as well...

You need to contact your state vet for the answer to this question because
I can't find where on the APHIS site it discusses tattoos for the Federal
program (each state is allowed to set its own rules and regulations). In
Colorado, we are allowed to use tattoos. I tattooed a bunch of adult ewes
