Maybe she's got cystic ovaries. Cows that have cystic ovaries can show this kind of bullish behavior, and won't get bred. Don't know if it happens in sheep, but I don't see why not. You may want to check with your large animal vet - they may be able to diagnose it with ultrasound, and treat it
