Well, I ignored the invalid variable 'nodist_pkgconfig_DATA' and
went back to the rpm version of pkgconfig which tunred out to be current.
blackbox configured and built ok.
I seem to remember something about xfs or other font support not being
present and that's the most noticeable difference.

should but what about the other, bbconf, bbpager, bbrun?

bbpager is a definite no
bbconf needs updating because the style format has been modified
