I can't speak for the past. But now, at least, I think they are.
The stable version (3.5.13) uses cmake for the core packages

Before proceeding, I would like to repeat how grateful I am to Andy, before his
pages, I was not able to build Xulrunner and Firefox against it, since the old
version 3 days, if I remember correctly.

Due to what happened yesterday ([blfs-support] Firefox 8.0.1 upgraded ?) I
decided to reinstall Firefox against Xulrunner. This message is about the
xulrunner part. I tried to be as close as possible to Andrew Benton's BLFS
Xulrunner 8.0.1 page.
