It sounds as if your deverter is shot. In other words it's the device on the spout that you pull up and or turn to start the shower. You need to un screw the spout and take it to the hard ware store for a replacement. Also pick up some vynal plumbers tape and be sure to wrap the tape around the

Jerry, CLR Power Plumber makes a product for toilets and my understanding is that it uses pressure.I've never used it,, I've used the stuff that they make for drains, and yes it truly works.
