Sounds like a roto tiller or some just call a garden tiller.

I ordered one, insisting that it must have such a safety device, , but when
it arrived, a Massport Garden hoe, I found that it didn't have one.
I don't fancy the idea of switching the motor off and on all the time, and
neither is working around
