What does the line about federal funds mean, are they getting the gov to
pay for it?

The talking multimeter is half the price and measures precisely the voltage
(and/or amperage) and a hole lot more for about 40 bucks. Of course it
wasn't intended for the blind
about replacing the battery.

I would tend to agree with max, except that if the tester provides a proper
test load for each type of cell it may give more reliable info
than just a meter.

Sounds kind of steep for just a battery tester. You can get a talking DMM
for about the same price.
