Follow-up Comment #1, bug #62941 (project groff): Turns out I still have a groff build from November 2021 (groff 1.23.0.rc1.1499-34c5f), and it also exhibits the bug. So I can narrow the bug's introduction to between rc1 (Nov 11, 2020) and commit 34c5fed1
