You can use the cake shell but as you are using Poedit, there's a very
easy solution only using Poedit.
- Open Poedit and choose File -> New catalog...
- Give some project infos "Project Info" Tab.
- Choose a language you want to translate to
- Choose the right "Charset" and "Source code charset"
You use the command line and it has an option of building it.
