We back CAS with authenticators that will look at both ldap and a local user
database. You might want to put the local users in a separate namespace to
avoid collisions (say LOCAL\admin, LOCAL\securityAdmin, etc.). I don't know
of an off-the-shelf way to do that, but someone else may.

If local accounts aren't going to be merged, that depends on how BB is
CASified. Typically, you could augment the CASification such that through a
special parameter or something you keep a backdoor login method for
admins. When that parameter is specified, the admin-type user will be

At least in the case of Blackboard, the standard login page remains
available for non-CAS logins. This is what you'd use when logging in as an
admin user. You'd need to leave the Default authentication provider enabled
for this purpose; this is true also if you want to enable LDAP
