Yep- this is one solution along with toggling the IAQ flag in the DC
Directory.
If you restart IIS- make sure it restarts successfully along with the WWW
service which will also be restarted.

I did reboot my router which didn't work. I didn't know I could reboot
the PSTN router, I'll have to look for that the next time. I did debug
