You can use an Adtran or just use any platform that will terminate the necessary 2xT1 and 1xE1. I use a 3640 w/2x HDV modules, each with a single mft (2T1, 2E1). I don't know if you are able to look at incoming/outgoing signaling with the Adtran, but on an IOS platform you are able to see

At present Im testing Mobile Voice Access. I have a mgcp PSTN gateway so I've added another router to allow for h323 hairpin. The H323 router also is a gateway to a much larger gatekeeper setup. The setup on the router is as follows: I have a route pattern 140 that points to the h323 gateway.

At first glance, it seems okay to me. Try shutting down the switchports connecting the phones. Then go into voice register global and do no create profile. The check flash to make sure you don't have rogue SIP.cnf files. If you find any, delete them. Then go back to voice
