You need to create the SIP.cnf file.
To do this add the mac and phone type inside a voice register pool. Then go
back to voice register global and create profile. Verify the
SIP.cnf file is created (or said alias) by using the show voice
register tftp- cmd.

to SIP on CME.
1. I registered the phone via SCCP to CME.
2. Deleted the SCCP config and configured for SIP.
3. Rebooted the phone multiple times.
