run into a know issue of displaying + on H323/CME phone.
the call is coming on POTS dial-peer on CME phone. Telco is sending + in the
ANI but phone is not displaying it. Phone is 7965.
Display i = 'HQ PH2'
Calling Party Number i = 0x0081, '+12123945002'
Well you might want to check what happened to that interface. Run the show
traffic-shape; if it looks fine to you, then leave it like that :)

I agree with Randall, if you hit # the call will match 9011!# right away, no
need to use urgent priority.

when you configure FRF.12 manually on your seial interfaces on HQ and BR2
on the HQ router where the same physical interface is used to connect BR1
and BR2, BR1 link isn't affected at all because traffic shaping isn't
enabled on the physical interface, correct ?

And 9011# routed immediately without using "urgent priority". That is
because ! excludes # as a digit. From the help, it says:
"The exclamation point (!) wildcard matches one or more digits in the range
0 through 9.".

I disagree, it is not needed for pattern ending in #.
Usually it is for patterns starting in \+ AND ending in ! and 9911 as
exception.
A few more special cases maybe.

I have RDP with display name configured. However the calling name is displayed
only after the call is connected.
Does it display the calling name in ringing state in your setup?
I tried with h323 and mgcp gateways with the same result.
