I started practicing the lab using global dial plan first, and then
switched to RP/RL due to this task. I expected the task to fail 'til I had
done the conversion but to my surprise it still worked sorta halfway
through. Weird, this one.

The Manager and Assistant are sharing the DN 2001.
When anybody calls 2001, both phones ring - Manager and Assisant.

You are not correct. There is a Line Device Approach for CSS, which means:
All Partitions in a Line Level CSS are added to Device level CSS partition,
and you will get one big CSS containing all the partitons of Device CSS and
Line CSS.
That is the simpliest explanation I think.
