You can not use Safari to do updates to CUCM, it will not work, switch to

I don't understand your question. SIP uses a data connection, not the other way
around. If you're just looking for a data connection, SIP isn't a factor.

I do not know how data/SIP provider hand offs work in your local
market. In the US, very often the provider will actually provide SIP service
over a common MPLS or ISP handoff and will then allow you to option
different VLAN tags or possibly IPSec/secure tunnels to do both SIP
