I have an issue with Call FWD Unregistered.
The Scenario is ,
HQ and Site B is on CUCM and Site B is on CME. The GateKeeper is working fine
among them. When I put the Site B - WAN down to check SiteB phones are getting
calls from PSTN. (HA)

I don't know if it's possible to replicate in call-manager-fallback the
busy trigger setting from the directory number in ucm. I have the
following configuration:
call-manager-fallback
timeouts interdigit 4
ip source-address 10.1.1.200 port 2000
max-ephones 4
max-dn 4 octo-line

Let me see if i understood your scenario.
You HQ and site under the same cucm and site c under CME? Cucm and CME
talks to each other using a gatekeeper? Can you try to detail a little bit
more?
