That can mean a problem with your IPCC integration. Try to reboot IPCC
and then CMs. That usually clears the problem (if your config is good
anyway). If not, try to reintegrate IPCC to CMs.

Usually the reason for such problems is that you already attached the
gateways/trunks to a route pattern (so they are used). Remove those
route pattern (or attach unused gateways to them) and you should be able
to see those items immediatelly.

Indeed, you need an IVR (IPCC, Unity, TCL script) or H323/SIP (NOT MGCP)
gateway to do this task. We also needed this function, but it is not
currently available natively in CM (neither it is planned in future
release as i am concerned).
