With TEHO follow traditional call routing fail over approach, with route-list
having as a primary RG remote TEHO gw, and as a secondary SLRG or even other
specific RG.

The only thing that can 'disqualify' a gateway is if it is unregistered.
Locations-based CAC will prevent the call from being setup...
