I faced an issue for B-ACD with proctorlabs routers as well. I could never
get it to work (will try again with another router).
When I configure service as
service app-b-acd ; router doesn't give any notification message
If I configure
service queue flash:/bacd/app-b-acd.x.x.tcl then
It's ok.
The route will give you the notification like parameter not registered.
But do not pay attention to it, that's ok.

Gatekeeper license for 12.4-20T+ is very expensive.
HQ-RTR can run 12.4-15T without us students noticing any difference except
as you found out for the obvious cut-n-paste issues.
Interestingly, I accidentally misconfigured my home PSTN with 15.1 -
didn't notice any difference until I started

Actually they use older IOS images ( HQ , BR1 BR2 routers have different
IOS versions ) .

HQ is running 12.4(15)T due to gatekeeper licensing restrictions. So you have
to use sccp version 5.
