This will bring to a close my role in maintaining Jon's legacy in HP
computing. It's been a privilege to be responsible for the collection and

If you have an oscilloscope or logic analyser see if you have a clock signal at
the main CPU. If you do, see if your EPROMs are being accessed. If not you may
have a clock issue, a bad CPU or the CPU reset stuck low.

Turns out the start cap had been removed and my unit doesn't seem to need it.
Once I rotated it a few times and put grease here and there it ran ok.
If you can get it to work by turning it by hand while it's buzzing then a bad
or missing start cap may be your issue.

Apart from the different colors I'd be surprised if all the tubes weren't
interchangable between the 700 series. I think the only difference between
models is the logic PCA and ROMs etc. The 700 series service manual would
