You could look at one of the configuration management engines which does
this. bcfg2 is one that I use. Puppet is another common one.

thus the processor MUST do the jump and there is no way
a programmer (think OS) can hook into that.

Here is a file in usr/share/logwatch/default.conf/logfiles/cron.conf
It appears this file tells it where to look for the cron file...and the cron
file location is dead wrong.
It should be /var/log/cron I believe.
